Witham and brother be permitted to build a watch-house in the waters of Messongo creek, in the county of Accomac, for the purpose of watching their oyster grounds: provided the said building does not obstruct navigation: and provided further, that this act shall at all times be under the control of the general assembly, and be amended or repealed as may be deemed proper.
