ACCOMAC COUNTY COURT.

Proceedings, September Term, 1891.

Edward B. Finney qualified as guardian of Nora Wise, orphan of John Wise, colored.

John T. White and Henry J. Lewis qualified as administrators of Revel J. Lewis, deceased, and John W. Heath as administrator of Wm. A. Seymore, deceased.

The estates of Wm. R. Davis and Wm. East of Wm. were committed to John H. Wise, sheriff for administration.

Last will of George T. James was proved. George W. LeCato qualified as executor.

Henry G. White resigned as administrator of Thomas Cropper, deceased, and Joseph S. Bull resigned as guardian of Henry O. Rew, orphan of R. Ellyson Rew, deceased.

Inquest held over Allsy Logan, colored, by R. P. Reynolds, J.P., acting corner, was returned to court and filed.

The following fiduciary accounts were confirmed and ordered to be recorded: Audits of estates of John Turner, George R. Hickman, Mercer C. Broughton,
Charles Drummond and Joseph M. Feddeman and orphan account of Elmer K. Lewis.

Jas. E. Anderton, Inspector of Oysters for 6th district reported collections for year ending August 31st, 1891, from rent of planting ground and fees $51.61, amount due State $46.45.

The following fines were paid into court by A. S. Taylor, J.P., $5 received of George Benson, colored, $2.50 received of Horace Harmon, $5 received of John Roberts, $5 received of Archie Godwin, and $10 received of William Deer; by S. R. Nelson, J.P., $2.50 received of A. J. Winder and $5 of William Douglas; by L. T. Phillips, J.P., $10 received of Robert Warner; by J. H. Wise, sheriff and jailer, $300 received of George G. Kelly.

A copy of certificate of late local option election held in Atlantic was laid before the court by the clerk as the law required.

Order entered requiring the commissioner of accounts to examine the official bond of the treasurer and report whether the same is sufficient in all respects.

The list of 48 persons selected in the month of August last by the judge of the court, to serve as grand jurors for the ensuing 12 months was handed to the clerk.

Accounts against the Commonwealth in criminal and lunacy matters were allowed as follows: S. R. Nelson, J.P., $14.00; A. S. Taylor, J.P., $6.50; N. B. Conquest, constable, $10.13; Dr. Fletcher Drummond, $2.50; E. C. Kellam, $66.66.

James Parks of B. vs. Mary Brown, John E. Hickman vs. Henry T. Taylor, Crockett & Winder vs. Lewis Boggs (on attachments). Thorogood Mason and E. O. F. Custis, constables, returned the attachments duly levied and the same were put on trial docket.

Wm. H. Hatton vs. Arthur Taylor and George Downing (on attachments for rent). Judgment for plaintiff and order for sale of attached effects.

John S. Ames acting guardian of Lottie Ames, &c., vs. Lewis Boggs (on attachment for rent). Attachment returned levied by constable, put on trial docket and dismissed by court because unlawfully issued.

Bar room license was granted to James H. Bayly at his house at Cashville and retail liquor license was granted to Artemus E. Poulson at his house at Messongo Bridge and to John W. Hart at his house in Cattail Neck.

The retail liquor license of John R. Guy at Cashville, was transferred to James H. Bayly, the bar room liquor license of John R. Guy at Cashville, was transferred to his house at Point of Forks, near Onancock.

Orders to repair public bridges and public roads were entered in favor of the following surveyors: W. B. Duncan, McComas Justice, John W. Hurst, H. T. Mason, S. S. Martin, Asa T. Prescott, Alfred Barnes, Sewel H. Bayly, John E. Harmon and C. B. Savage.

Applications to repair public roads were presented by L. J. Gunter and Marcellus Small, and being approved by the court were referred to the Board of Supervisors.

William H. Harmon was appointed surveyor of roads in place of Thomas S. Joynes resigned, James H. Truitt in place of Thaddeus Martin removed from precinct, Fletcher Lewis in place of Augustus W. Johnson, Julius Gladding in place of George W. East, Lloyd W. Mears in place of Robert D. Hart, Calvin S. Boggs in place of James E. Harrison, Alfred Mathews in place of James H. Satchel, George T. Rayfield in place of Ezekiel Baker.

John W. Hurst and Harry W. Custis, surveyors, were ordered to divide the hands between them of their respective precincts and report to court.

In matter of Messongo bridge, Jas. W. Broughton, commissioner, made a report which was approved by the court and referred to the Board of Supervisors.

Order entered in favor of T. L. Byrd and T. H. B. Corbin, surveyors, for draining certain places in their road precincts.

Orders for repair of public bridge, &c., were entered on county treasurer as follows: John N. Watson, $4.00; N. W. Nock, $10.88; E. R. Mason, $1.50; D. D. Abbott, $1.05; Parks & Melson, $8.16; Samuel T. Waples, 60 cents; A. W. Johnson, 30 cents; Frank Mason, $44.26; Henry T. Mason, $5.91; H. T. and F. Mason, $6.00; James H. Rew, 16 cents; Alex. M. Lewis, $4.55; Jacob E. Sparrow, $15.00.

On petition of John Brittingham and others to repair the road from New Church station to Pitts wharf. The report of John Brittingham confirmed, bid of J. W. Short accepted, contract and bond returned by commissioner approved and commissioner directed to view the work from time to time as it proceeds, and when completed to report if same has been done according to contract.

Order entered rearranging road precincts Nos. 7, 8, and 30 of Pungoteague District, and appointing Wm. T. Mason surveyor of No. 8, Frank Kilmon of No. 30, and Wm. M. Taylor of No. 7.

Geo. F. Parramore vs. Jas. H. Honey (on attachment); and A. W. Short, Abednego T. Fisher, Elizabeth S. Fletcher, John W. Bowdoin, Teackle R. Chase, Alsavada Chase, M. Fitz Godwin, Daniel W. Byrd and John L. Byrd vs. Julius L. Bayly (on attachments). These causes were removed from docket on motion of plaintiffs by their attorneys.

Louis F. Hinman, appellant, vs. James R. Hickman, appellee, and same vs. James R. Hickman & Co., appellees (on appeals). Continued on appellees' motion til 2nd day of October term.

Order authorizing county treasurer to check on Marine Bank for 1891 taxes on funds to credit of ex parte petition of John Daisey, &c's late guardian, and George W. Barnes' administrator c.t.a. vs. Frank Barnes &c., infants.

Requisition upon secretary of Commonwealth was made for 2 copies of the Code for the county and circuit court clerk's office.
