Eastville, Va., August 12.

The August term of the County Court was convened to-day, with Judge Hamilton S. Neale on the bench. A colored man by the name of Burrows made application to practice in this court. He is a graduate of the Northwestern Law College of Michigan and a former resident of this county. The Court refused to grant the application for the reason that he is a non-resident of the State and had never been admitted to the bar of any other court, and stated that he would have to stand examination before two circuit-court judges. This is the first colored man that ever applied for admission to the Eastville bar.
