CHAP. 84.--An ACT to provide for the appointment of a commission to investigate and survey the sea food industry of Virginia, and to prescribe the powers and duties of the said commission; also to make certain appropriations to carry this act into effect.

Approved April 18, 1927.

1. Be it enacted by the General Assembly of Virginia, That there shall be a commission to investigate and survey the sea food industry in this State, especially with reference to crabs, fish and oysters, which commission shall be appointed as hereinafter prescribed, and shall have the powers and duties hereinafter specified.

2. The commission aforesaid shall consist of seven members, to be appointed by the Governor of Virginia from residents of Virginia. All of the said members of the commission shall be selected from persons who reside in tidewater Virginia and are familiar with the sea food industry of this State. The commission shall elect one of its number chairman and another secretary. If any vacancy shall occur in the commission it shall be filled in the same manner as the original appointment was made.

3. The commission shall make an investigation and survey of the sea food industry of this State in all of its phases with special reference to the present and future needs of the industry and the best methods by which Virginia's supply of sea food can be increased and better protected, but nothing herein shall be taken to limit the scope of the investigation and survey which the commission is directed to make.

4. A report of said commission shall be returned by it, with its conclusions and recommendations to the General Assembly at its session of nineteen hundred and twenty-eight. The said report and the said conclusions and recommendations shall be published by the first day of January, nineteen hundred and twenty-eight, and copies thereof immediately sent to the Governor and the members elect of the General Assembly.

5. The commission aforesaid, shall hold its sessions in the hall of the House of Delegates or elsewhere as it may determine. Each member shall receive his actual traveling and hotel expenses incurred in attending such sessions and no more. The commission shall have authority to employ a clerk and other necessary assistants, technical, as well as clerical, and fix their compensation. All printing shall be done through the Superintendent of Public Printing, but shall be paid for out of the sum appropriated by this act.

6. For the purpose of carrying out the provisions of this act there is hereby appropriated out of the unexpended balances in the State treasury, the sum of fifteen hundred dollars ($1,500.00); the same, or any part thereof, shall be paid by the Treasurer, on warrants of the Auditor of Public Accounts issued on vouchers signed by the chairman of the commission and countersigned by its secretary.

7. An emergency existing, this act shall be in force from its passage.
