The SPEAKER OF THE HOUSE OF REPRESENTATIVES.

Sir: An act making appropriations to supply urgent deficiencies in appropriations for the fiscal year ending June 30, 1918, approved October 6, 1917, contains, on page 6, an item under the heading "Quarantine Service," as follows:

Cape Charles Quarantine Station [Fisherman's Island]: For seven barracks buildings, three mess halls, officers' quarters, remodeling building for attendants, * * *.

It has since been found that more than one building of those on the island can be advantageously remodeled. I have, therefore, to request that the authority contained in this act be amended so that the item shall read as follows:

Cape Charles Quarantine Station: For seven barracks buildings, three mess halls, officers quarters, remodeling buildings, heating plant and plumbing, lighting plant and equipment, disinfection building and equipment, laundry building and equipment, sewage, drainage, and approach work, hospital building and equipment, $143,500; disinfecting and boarding vesssl, $40,000; miscellaneous furnishing and equipment, $42,326; in all, $225,858.

No additional appropriation is contained in this request, which is in the interest of economy.
